Calapooia Rural Fire Protection District Budget Committee Vacancies

The Calapooia Rural Fire Protection District is seeking letters of interest to participate on the Fire District Budget Committee. Anyone interested in serving on this committee is asked to submit a letter of interest by Friday April 6, 2012 to Douglas County Fire District No. 2 ATTN: Calapooia Fire District Budget Committee, 1290 N.E. Cedar Street Roseburg, Oregon 97470. The Board of Directors will make appointments to the committee at its regular Board meeting Monday April 9, 2012.

Requirements for serving on the Budget Committee are as follows:

 

1. Reside or own property within the Calapooia Rural Fire Protection District.

2. Be a registered voter.

3. Serve a three year term.

4. Attend the Budget Committee meetings to be held in May and June

5. Attend special meetings when the need arises.

6. Receive no compensation.

 

The Budget Committee consists of the members of the local governing body and an equal number of citizens at large. At least one meeting must be held to receive the budget message, budget document and to hear from the public. When the Budget Committee is satisfied with the proposed budget, including any additions to or deletions from the one prepared by the budget officer, it is approved; however, by law the governing body may make changes in the approved budget.

Structure Fire Damages Rose Villa Apartment

Douglas County Fire District No. 2 responded to a commercial structure fire Monday morning at the Rose Villa Apartments located at 2525 N.E. Stephens Street in Roseburg. The alarm was received at 0957 hrs. for a apartment on fire in the two story complex. The first arriving fire engine extended a hose line to the second story apartment and extinguished the fire which had spread from a mattress to the structure itself. Firefighters used large fans to pressurize the building and remove smoke. Fire District No. 2 also dispatched an ambulance to the scene to assess a resident that was having difficulty breathing. The resident was not transported to the hospital.

Fire District No. 2 officials credit the quick action of Douglas Mezgear who likely saved the life of his neighbor. Douglas Mezgear’s smoke alarm started beeping and he investigated the cause of the alarm. As Mezgear looked into the common hallway of his apartment complex, he noticed smoke coming from his neighbor’s apartment. Mezgear opened the door to the apartment of James Krol and yelled for him to get out of the room. Krol was trying to put out the fire and the smoke was getting worse. Mezgear called 911 and eventually removed Krol from the room. Mezgear notified other residents about the fire and the manager of the complex implemented their evacuation plan.
12 Fire District No. 2 personnel with three fire engines and four officers including a City of Roseburg Battalion Chief responded to the incident. The cause of the fire was determined to be a discarded cigarette into a waste basket that caught bedding and eventually a mattress on fire.

Fire District No. 2 officials advised there were several important lessons to be learned from this fire. The fire was caused by a discarded cigarette that ignited flammables in a trash can and then flammable bed coverings. Cigarettes should be disposed of in an approved manner and not with other combustible materials. The second lesson learned is not to disconnect smoke alarms. The smoke alarm in the apartment where the fire occurred had been disabled and was not working. If the neighboring apartments smoke alarm would not have sounded this fire could have spread to adjacent units. The last lesson that people should be aware of is that when leaving a room or apartment that is on fire, it is important to close the door behind you. The occupant of this fire left the door wide open which allowed smoke and heat to spread into a common hallway used for evacuation by other residents. By leaving the door open it also provides additional oxygen for the fire which can increase the size and intensity. Doors in apartment complexes are designed to prevent fire spread from unit to unit if they are closed.

Water Heater Causes Structure Fire

Douglas County Fire District No.2 (DCFD #2) responded to a report of a fire in the carport and house at 3199 Follett Street this morning. The call was received at 10:22 and the first arriving engine was on scene  at 10:29 (7 minutes after the call was dispatched).  The fire originated in an enclosure that housed a water heater, furnace and washer & dryer before spreading into the carport where firewood and other combustible materials were stored. It also extended into the kitchen and attic of thehouse.

A Battalion Chief, 3 Engines and 2 Ambulances responded to the scene. The cause of the fire was determined to be an electrical malfunction of the water heater.

Estimated damage to the building and contents is $30,000.

No injuries to firefighters occurred during this incident.

Structure Fire Damages Roseburg Home

Douglas County Fire District No. 2 responded to a reported structure fire at 1671 Fairhill Drive in Roseburg Thursday afternoon. The call was received at 1402 hours and the first fire engine arrived at 1413 hours. Firefighters arrived to find a car on fire in an enclosed garage that was attached to a residence. Firefighters were able to quickly extinguish the car fire and prevent the fire from spreading into the home. The garage suffered heat and smoke damage and smoke filled the attached residence. Firefighters used large fans to remove the smoke from the home.

 

The home was occupied by Robert Long of Roseburg. The car was completely destroyed in the fire. The estimated loss due to the fire was $ 6,000.00. Fire investigators were called to the scene to determine the cause of the car fire. No results of the fire investigation are available at this time.

Fire District No. 2 responded with Two engines and nine firefighters. Winston Dillard Fire District also responded with one engine and two personnel.

Fire District No. 2 officials stated that it was very fortunate that the fire was discovered when it was. The fire could have easily spread to the entire home if it wasn’t discovered and firefighters summoned quickly.

Structure Fire Damages Newton Creek Home

Douglas County Fire District No. 2 responded to a structure fire early Monday morning at 2999 Parker Avenue off Newton Creek Road.  The alarm was received at 0103 hrs. for a reported house fire.  First arriving units reported a fully involved vacant home.  The fire had progressed to the point that the roof was partially collapsed when firefighters arrived.  Firefighters protected adjacent structures to prevent the fire from spreading while extinguishing the fire.
 
9 Fire District No. 2 personnel with three fire engines and two officers including a City of Roseburg Battalion Chief responded to the incident. The cause of the fire is undetermined at this time.  Fire investigators with the Douglas County Fire District No. 2 Fire Investigation Team will be on scene this morning determining the cause of the fire.

The home was a 1000 square foot 2 br. 1.5 bath home valued at $93,000 (according to Douglas County Assessor’s records).  The home was owned by David Wood and Davena Padgett.
